You have photoshop, photoshop elements, or something like that? If not, I can probably do it for you. Or you can download a free trial of either at the Adobe website.
My guess is that the file for the header is a .png graphic that needs to be layered with a photo in some sort of photo editing program.
You could also try Microsoft Word maybe. I know it can open .png files.
